The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

  • Organization Unit:
    The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity, and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion, and ecosystems, with the ultimate goal to 'leave no one behind'.
     Duties / Responsibilities
    Under the supervision of the Cybersecurity Officer in the CYB division, IEE deparment, the incumbent will perform the following duties:
  • Provide advice and technical support for the execution of the project "Establishment of a Cybersecurity Innovation Centre for the Arab Region", ensuring the coordination between all entities involved, including the Cairo Regional Office, IMPACT, OMAN CERT and the relevant units at HQ.
  • Assist the colleagues in the Cairo Regional Office in the definition of Cybersecurity needs and requirements from Member States in the region. Assist in the elaboration of the assessment reports and in the related follow-up plans.
  • Liaise with IMPACT, the project manager and coordinator, the relevant units at HQ as well as with ITU-T SG 17 and ITU-D SG1 Q22 to ensure that the implementation and execution of the project is in line with the overall ITU strategy and propose corrective actions where needed, mostly in relation with the outcomes of the ITU Study Groups and the positions of ITU Member States on Cybersecurity.
  • Perform required analysis of similar cybersecurity related projects involving feasibility studies, systems analysis, design, development and implementation and assist in the elaboration of a business development strategy aimed at establishing regional centres in other regions.
  • Keep up-to-date and develop further, if necessary and in collaboration with relevant colleagues, the BDT project website, providing advice on content and using new tools (e.g. web 2.0).
  • Perform any other duties which may be assigned to him/her by the Cybersecurity Coordinator, Infrastructure, Enabling Environment and E-Applications (lEE) of the BDT.
  •  Competencies
  • Internationally-recognized certifications in Information Security such as ISC2 CISSP® - Certified Information Systems Security Professional, ISC2 CISSP®-ISSMP®: Information Systems Security Management Professional, or any other Information and/or IT security certification, are highly desirable.
  • Knowledge and practical experience of most common IT systems (HW and SW) and the related security elements.
  • In-depth knowledge of the technical and policy aspects of Cybersecurity, such as the cybersecurity international landscape, IT and ICT security common standards and procedures, incident management capabilities (e.g. CERTs), most common cybercrime legislations and regulations
  • Work experience in similar positions within the UN system would be an advantage.
  • Working in the field and experience in implementing cybersecurity related projects in developing countries would be an advantage.
  • Strong communication skills, both oral and written, including good presentation skills.
  • Ability to work with people from different regions of the world and from both the public and private sector.
  • Qualifications required
    University degree in computer science, information technology, telecommunications or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
    At least three years of progressively responsible experience in the field of information and network security of which at least one year should have been gained at the international level. Proven Experience implementing IT and ICT projects, specifically on cybersecurity. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience.
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.

    Annual Salary from $91,705.- USD - 117,460.- USD
