The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology services, managing ERP, CRM, documents, information systems and infrastructure, service-desk, library, archives and information management services, safety and security (both physical and logical), to support staff both at Headquarters and in the Field, as well as delegates attending conferences, meetings and events world-wide. It also promotes ICT collaboration, partnerships and information-sharing and represents ITU in inter-organization meetings and committees related to information technology and security management.
 Duties / Responsibilities
Under the direct supervision of the Chief of the Information Services Department (IS), the incumbent will perform the following duties:
  • Develop in consultation with the Bureaux and General Secretariat Departments a cloudization strategy for ITU including identifying areas where ITU services and applications can best be migrated to the cloud, identifying the most appropriate cloud-based solutions that would be beneficial to ITU's areas of work taking account of the existing workload, data, performance, costs and security requirements.
  • Recommend an appropriate IS organizational structure to lead and manage the substantive development and execution of the cloud strategy of the organization; determine staff training needs; set objectives and priorities for the implementation of the strategy.
  • Lead ITU's successful migration to cloud enabled services and platforms where appropriate; provide strategic guidance on the goals, direction and planning of the implementation of the strategy to ensure successful services are provided including managing projects involving multiple disciplines and business units.
  • Identify trends of cloud related developments and assess their impact on the ITU's ICT resources and strategies to prepare short- and long-term revisions to ITU's cloud strategy.
  • Design and plan the cloud architecture in consultation with the Bureaux and General Secretariat Departments, including cloud adoption plans, cloud management and monitoring, new cloud technologies integration, and data centre migrations.
  • Prepare the capital and administrative budgets for the cloudization and ensure their proper execution and optimal use of resources, in compliance with the existing ITU procedures and rules.
  • Collaborate with other Divisions of the IS Department, with Bureaux and General Secretariat Departments to provide cloud service delivery and ensure timely and effective roadmaps are developed and implemented.
  • Build and maintain effective working relationship with partners, other UN organizations, non-governmental organizations, and other entities or institutions, as may be needed in the execution of work programs; negotiate with counterparts and vendors; represent the organization and provide authoritative advice at internal and external meetings and events related to cloud technology.

Deep understanding of cloud computing concepts and platforms, data centers and virtual environment. Very good knowledge of cloud architecture, and how turning all cloud technology components into a solution that fits the best the business requirements. Very good knowledge of application architecture and infrastructure as code, and how transforming and migrating solutions to containerized cloud components can benefit service delivery. Making all the components picked, work and play together. Understanding of compute, storage, and data centre technologies, and emerging trends in cloud computing and storage. Understanding of the unique requirements for a UN Organization's use of private cloud, hybrid cloud, and public cloud. Knowledge of key technologies, such as Azure and AWS. Understanding of networking technologies and emerging trends in networking. Self-directed, proactive, work on own initiative with a best practice approach. Pragmatic problem solver.
  • Qualifications required
    Advanced university degree in technology, engineering, computer science or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with fifteen years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    At least ten years of progressively responsible experience in Cloud Design and Service Management, including at least five years at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience. Experience of managing, defining, and delivering clearly defined Cloud services. Demonstrable experience of delivering services that meet the business need and are delivered in accordance with agreed business requirements and managing the service lifecycle. Proven record of Business communication and project management.
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Additional Information:
    Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.

    Annual salary from $ 88,162 + post adjustment $ 78,905
