The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

  • Organization Unit:
    The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity, and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion, and ecosystems, with the ultimate goal to 'leave no one behind'.
     Duties / Responsibilities

    Assignment Goals and Objectives

    ITU is seeking a Data and Website Officer to maintain the Digital Skills Hub website and related webpages of EQUALS Global Partnership.

    Terms of reference:

    The incumbent will work under the supervision of the Digital Inclusion Coordinator, the Data and Website Officer will focus on maintenance of the EQUALS Digital Skills Hub website, including related research, coordination, review, updates, analysis and technical support as well as updates required of the EQUALS Global Partnership website.

    The consultant will:
    • Regularly review user inputs received on new projects, resources, and case studies related to Digital Skills.
      • Coordinate with submitter to fill in gaps in information as necessary.
      • Align content with existing database.
      • Sync with main database(s) and complete QA checks on the data regularly.
      • Ensure that "Projects", "Resources", and "Case Studies" pages are displaying properly and that all user interfaces for search/filtering are functioning properly.
      • Regularly update the project map data set for the "Map" page using approved/checked user inputs.
      • Regularly review user comments and questions submitted on the "Contact" page; follow up with appropriate colleagues and partners to address the user comments.
      • Preparation/planning for possible migration of site(s) to Wordpress.
      • Facilitate the integration of Digital Skills Hub with equalsintech.org mapping/databases.
      • Periodically review information especially hyperlinks in the database on projects and resources and update outdated ones.
      • Periodically collects updated data from members, reviews new form entries. Liaise with other stakeholders requesting data or developing their own sub data sets - ie, Equals Skills Hub.
      • Work closely with colleagues across different agencies/organizations to coordinate an ongoing communications strategy to publicize the website.
      • Review user analytics and see where functionality optimization can be achieved. Report regularly to the partnership and the EQUALS Skills Coalition regarding site usage, database management, and user comments/questions.
      • Propose new data solutions, optimization opportunities, and tools.
      • Champions clean data and practices throughout Equals Hub team.

      Concrete deliverables:

      • Daily/As needed: Alerts to EQUALS Hub about user questions/comments; project, resource or case study inputs of special interest to the partnership and coalitions.
      • Monthly analytics report to EQUALS Hub on site traffic, conversion, user inputs to databases, map usage, user comments and other relevant metrics.
      • Final summary report to Skills Coalition on site metrics and strategies for ensuring sustainability, functionality, and ease of use.
  • Knowledge of Kumu Mapping Software is a plus.
  • Excellent knowledge of Google sheet. UX/UI Design skills and basic Image. processing / Design skills is a plus.
  • Good working knowledge of (Word, PP, Excel, Publisher).
  • Proficient in reading and editing HTML and CSS.
  • Knowledge of WPML is advisable.
  • Experience with Google Analytics and general knowledge of SEO best practices.
  • Skilled in use in use of Microsoft Word and Excel (including data organization, charts, and pivot tables).
  • General knowledge of user interface design principles and web design best practices.
  • Superb attention to detail.
  • Ability to multi-task in a deadline-driven environment.
  • Excellent written and verbal communication skills.
  • Excellent time-management skills, with a proactive.
  • Approach to anticipating obstacles.

  • Qualifications required
    University degree in relevant fields OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    At least three years of progressively responsible experience in dealing with platforms and digital tools for non-profits and international organizations would be an advantage. Experience using a web-based Content Management.
    An advance degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience.
    Excellent knowledge of English. Additional language is a plus.
    Additional Information:

    Lump sum 4000.- USD per month
