Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

  • Organization Unit:
    The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity, and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion, and ecosystems, with the ultimate goal to 'leave no one behind'.
     Duties / Responsibilities
    Under the supervision of the Digital Services Senior Coordinator, the incumbent will:
    • Contribute to the development and the implementation of Digital Government initiatives in collaboration with governments, other UN and International organizations and private sector companies and provide advice to peers' management and colleagues.
    • Coordinate Digital Government related projects and lead project management activities to ensure proper planning, implementation, and monitoring & evaluation of project activities.
    • Contribute to establishing new strategic partnerships with key players and potentials partners in Digital Government Services. Support the drafting of partnership agreements.
    • Provide recommendations and technical support in the implementation of different Digital Government projects related to sustainable Development Goals SDGs.
    • Undertake research on Digital Government issues and develop reports, toolkits, guides, etc..
    • Draft and design projects proposals, contribute to the write-up of progress reports, and prepare countries and partners engagement presentations.
    • Provide support to develop and deliver Digital Government Training courses in collaboration with other organizations including the selection of training providers, developing, and updating curriculum and addressing comments and feedback received.
    • Provide advice and technical input, edit, and compile relevant documentations materials and tools in order to support the implementation of country projects and to ensure follow up on progress.
    • Prepare, organize, deliver and/or implement key events and workshops related to Digital Services and Applications.
    • Prepare reports identifying best practices and policy guidelines for Digital Services and Applications in different sectors such as Health, Agriculture, Governance, Education, etc..
    • Prepare and organize meetings, in collaboration with ITU regional and area offices; draft agenda and invitation letters; coordinate with host country; prepare documentation for different services; coordinate with conference services for Geneva based meetings; review text contributions to the meeting and provide minutes; and deliver presentations when required.
    • Coordinate the proper implementation of related Digital Services activities with ITU-D members and partners.
    • Perform other duties as required.
    Concrete deliverables:
    • Support provided to the establishment of partnerships particularly around digital government.
    • Support provided to formulate, implement, and follow up projects related to digital government.
    • Support provided to develop digital services and applications guides and related good practices reports.
    • Key events and workshops related to Digital Services and Applications organized.
     Competencies
  • Strong knowledge of Digital Services and Applications particularly Digital Government in the context of developing countries and its potential impact on Sustainable Development Goals SDG.
  • Strong research competencies and ability to analyze and deduct lessons learned from existing literature to be applied in practice.
  • Excellent communication skills and ability to coordinate activities.
  • Good editing skills and ability to produce high quality reports and documentation in English.
  • Qualifications required
    Education:
    Advanced university degree in computer science, information technology, telecommunications or in a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    Experience:
    At least five years of progressively responsible experience, including at least two at the international level, in Digital Services and Applications and innovations. A Doctorate in a related field can be considered as a substitute for two years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage.
    Additional Information:
    Daily salary: 300 USD
