The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

  • Organization Unit:
    The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity, and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion, and ecosystems, with the ultimate goal to 'leave no one behind'.
     Duties / Responsibilities

    The World Telecommunication Development Conference (WTDC-17) had mandated the BDT to foster the development of vibrant innovation ecosystems and nurture sustainable growth of ICT enabled economies in support of the Sustainable Development Goals.

    To achieve these objectives, BDT has developed a digital innovation framework and has been actively undertaking comprehensive country reviews, disseminating information, conducting studies, and building innovation capacity at the national level. Additionally, because of new regional initiatives on innovation from WTDC-17, there is a need to support membership to deliver contextual country assessments for countries.

    This will lead to the strengthening of national capacities and the creation of a digital innovation profile for the countries, which will be launched at a national dialogue or forum on innovation.
    The expert will develop the digital innovation profile for two countries (To Be Determined).

    Terms of Reference:

    Under the supervision of the BDT Digital Innovation ecosystems regional focal point and the in close collaboration with the HQ coordinator, the expert will:
    • Be responsible to conduct desktop research and develop the innovation profile draft.
    • Conduct at least 30 to 40 qualitative interviews per country.
    • Recommend specific actions to facilitate onboarding training course with participants.
    • Conduct qualitative interviews and develop an initial understanding of the innovation ecosystem draft 0.5 based on qualitative interviews and desktop research.
    • Per country, prepare, organize, and conduct one national stakeholder's kick-off event, three national co-creation sessions and a national revue.
    • Facilitate outcome of the co-creation practice and develop the innovation profile draft with feedback from the co-creation.
    • Review the draft with stakeholders.
    • Develop the innovation profile draft after stakeholder feedback.
    • Contribute to the write-up of papers and review the final draft and facilitation of national launch dialogues.
    • Perform other duties as assigned.
    Concrete deliverables:
    • Onboarding training facilitation per country.
    • Qualitative interviews of stakeholders per country.
    • Innovation profile draft 0.75, and draft 1.0 per country.
    • Final dialogue for review and feedback and national launch facilitation per country.

    Qualifications required
    Advanced university degree in information relevant field such as innovation, research, education, etc., OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields or related studies.
    At least seven years of progressively responsible experience in the field relevant to the post. Experienced in entrepreneurial ecosystem, innovation ecosystems and technology for development. Trained on ITU ICT centric innovation ecosystem methodology. All reports and interviews outcome will be written in English or French depending on the country.
    Excellent knowledge of English and French is essential.
