The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

  •  Duties / Responsibilities

    As recognized in the World Telecommunications Development Conference 2017 (WTDC-17), creating a culture of innovation within the BDT has been identified as a Member States priority. As a result, BDT has embarked on an ambitious initiative to establish the ITU Center of Digital Innovation (I-CoDI).

    Established in 2020, I-CoDI aims to help countries and partners to advance connectivity and accelerate digital transformation via faster, more impactful and more cost-efficient interventions, bringing key stakeholders, regulators and policy makers together to experiment with new tools, processes and methods, explore new ideas, and effectively use technology to address connectivity challenges.

    The I-CoDI Global team is now searching for a I-CoDI Project/Lab Officer to support Headquarter activities and the coordination of global activities. I-CoDI Project/Lab Officer will also play a vital role in the initial deployment of the I-CoDI initiative and I-CoDI Regional Hubs housed by the ITU Regional Offices or Area Country Offices.

    Terms of Reference:

    Under the supervision of the I-CoDI Coordinator, and in close coordination with the BDT Chief Special Initiatives, the Junior Project/Lab Officer will provide project support to all I-CoDI related Headquarter activities, as well as I-CoDI Regional initiatives. Specific responsibilities will include:
    • Coordinate ongoing work of I-CoDI by assisting in project management, follow implementation progress of the I-CoDI Regional Hubs with Regional Offices, provide technical and necessary support to regional programmatic activities as appropriate and provide high quality and substantive advice and inputs for the development of required reports, documents, and complete relevant administrative work as needed.
    • Evaluate processes, anticipating requirements, uncovering areas for improvement, and proposing solutions that are appropriate and making recommendations.
    • Maintain project reporting activities, monitor project schedules and deadlines, and identify potential issues or risks that could affect the progression of projects and communicate these items to the I-CoDI Project Coordinator, and identify and implement outreach strategy.
    • Design, develop and organize meetings and co-design workshops, in collaboration with the partners, ITU regional and area offices; draft agenda and invitation letters; coordinate with host country; prepare documentation for different services; coordinate with conference services for Geneva based meetings; review text contributions to the meeting and provide minutes.
    • Undertake extensive research, identify, propose and liaise with potential partners for I-CoDI Global and Regional Hubs (e.g., bi/multi-lateral agencies, development banks, funds, foundations - traditional and non-traditional); initiate and cultivate partnerships outside the organization to facilitate further engagement in collaboration with the partnership team.
    • Provide substantive inputs for the development and implementation of outreach strategies and activities; monitor follow-up actions to strengthen relationships with current and potential partners.
    • Perform other tasks as required.
    The above duties may be adjusted, and additional duties assigned based on I-CoDI project priorities as they evolve.

  • Essential Technical Competencies: Ability to maintain efficient working relationships with stakeholders, with sensitivity to ITU's multi-cultural, multi-ethnic environment and respect for diversity. Previous experience in designing and running workshops, design thinking and change management. Given the "start-up" nature of I-CoDI, the Project/Lab Officer must be entrepreneurial, a self-starter, and be able to think openly and "out of the box", have the experience in user experimentation and design thinking methodology, as well as highly developed project and relation management skills.
  • Qualifications required
    Advanced university degree in business, economics, international relations, marketing or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    At least five years of progressively responsible experience in project management, partnership, business development, innovation acceleration activities, business analysis or a related field. A doctorate in related fields can be considered as a substitute for two years of working experience.
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage.

    250.- USD per working day
