Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

  • Organization Unit:
    The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
     Duties / Responsibilities
    Under the general supervision of the Head of the ITU Area Office in Jakarta and in coordination with the Regional Office for Asia and the Pacific, the incumbent will perform the following duties:
    • Ensure filing of all documentation. Keep updated lists of contacts of ITU membership from the countries under the responsibility of the professional staff posted at Area Office.
    • Liaise with MoFA, SETNEG, UNDP and other Government and UN system entities in regard to operational/administrative matters.
    • Make travel arrangements for ITU professional staff in the Area Office. Make the necessary appointments, logistics and contacts for ITU Officials carrying out missions.
    • Prepare informal translations and may act as interpreter (Indonesian/English, English/Indonesian).
    • Assist in the organization of ITU events (conferences, seminars, meetings, and missions) and when tasked, undertake travel to the host country/city to provide assistance where necessary. Ensure that all necessary information has been gathered before dissemination of the invitation letters.
    • Contribute to the organization of meetings, missions, international conferences, and other events by arranging meeting facilities and equipment, preparing correspondence, registration, badging and assembling documents for participants.
    • Assist in the management of the Office's Imprest Account by preparing monthly statements and tracking available resources and efficient management of the Petty Cash as and when authorized.
    • Assist the Area Office in the implementation of Operational Plan (OP) actions, technical cooperation projects and in the implementation of its related activities.
    • Perform any other related activities as assigned.

  • Essential Technical Competencies: Computer literacy and the ability to effectively use standard office software tools and other office technology to create documentation, exchange, and archive e-mail, and maintain electronic filing systems. Good editing skills and ability to produce high quality reports and documentation in English.
  • Qualifications required
    Education:
    Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma. For internal candidates, obligatory schooling in combination with ten years of qualifying experience may be accepted in lieu of complete secondary education with a diploma for promotion or rotation purposes.
    Experience:
    At least five years of experience in the field of the post. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience based on one year of education for one year of experience.) Experience in managing administrative tasks in a comparable setting is required. Excellent communication skills and ability to coordinate activities.
    Languages:
    Knowledge of Bahasa-Indonesia language, which is not an official language of the Union, at advanced level for regular interactions with local stakeholders. Knowledge of English at intermediate level and knowledge of a second official language (Arabic, Chinese, French, Russian or Spanish) would be an advantage.

    Annual Salary (Net of Tax)

    203’530’000.- (Rupiahs) - 305’293’000.- (Rupiahs) without dependants.

    According to ITU Staff Regulations and Rules, appointments to posts in the General Service category are subject to local recruitment conditions.
